| Introduction |
Governance to related to the term to govern which guides, controls, and regulates. It consists either of a separate process or of a specific part of management or leadership processes. Sometimes people set up a government to administer these processes and systems. Globally, the 20th century was marked by: (a) two devastating world wars; (b) the Great Depression of the 1930s; (c) the end of vast colonial empires; (d) rapid advances in science and technology. The planet's population continues to explode: from 1 billion in 1820, to 2 billion in 1930, 3 billion in 1960, 4 billion in 1974, 5 billion in 1988, and 6 billion in 2000.
Bad governance is being increasingly regarded as one of the root causes of all evil within our societies. The legal divide between international and non-international armed conflicts still exists, despite calls for its removal and the confusion created by 'transnational' conflicts involving non-state entities. Whether the global divide will be eventually bridged will depend on how the international community resolves the political issues of who governs. A democratic platform and a predictable, transparent, and non-discriminatory regulatory environment are necessary for the development of a global information society. Hence, when devising the regulatory environment, members of the international community should pay special attention to the needs and constraints of the less developed countries, the socially under-privileged.
UN has listed 265 nations, dependent areas, and other entities. Out of which 6.7 billion population 60% lives in these ten countries.
